The Contoocook Valley School District (ConVal) is a cooperative district, located in the Monadnock Region of Southwest New Hampshire. ConVal is a large public school organization. The nine towns that make up the District — Antrim, Bennington, Dublin, Francestown, Greenfield, Hancock, Peterborough, Sharon, and Temple — are located in two New Hampshire counties, Hillsborough and Cheshire. The nine towns joined together in 1967 based on the “Articles of Agreement” which were last amended on November 18, 2011.

The School Board Bylaws govern the operation of the School Board. Bylaws deal with the duties of members, meetings, procedures for adopting policies and regulations, internal Board operations and related matters.

Policies - The School Board of the City of Virginia Beach, representing the people of the community, is the legislative body for the school division, which determines all questions of general policy to be employed in the conduct of the public schools. Policy is a basic written statement of the intent of the School Board, which creates rights and responsibilities for the conduct of the division's business. It is the obligation of the staff to familiarize themselves with and follow School Board Policies.

Regulations - A regulation is the detailed manner or method of written implementation of policy delegated by the Board to the Superintendent. Staff is responsible to the Superintendent for familiarizing themselves with and following division regulations.

Policies and regulations are of a dynamic nature and subject to change. Policies and regulations are continually updated during School Board meetings. Every attempt is made to maintain current School Board policies and regulations, with changes made in a timely fashion.

    AA – School District Legal Status

    The legal basis for education is vested in the will of the people as expressed in the Constitution of New Hampshire, the statutes* pertaining to education, court interpretation of these laws, the powers implied in them, and the rules and regulations of the State Board of Education.

    In New Hampshire, School Districts are political subdivisions of the State and, as such, are considered municipal corporations.

    The Contoocook Valley School District is a cooperative school district, established and governed by its Articles of Agreement. The date of operating responsibility as provided in RSA 195:18 (III)(j) is July 1, 1968. The Articles of Agreement may be amended from time to time according to the provisions therein.

    The School District has adopted Official Ballot Voting and is subject to the requirements of RSA 40:13.

    Board policies are established by the Board, which serves as an agent of the District.

    Funds for school operating expenses are approved by a majority of qualified voters present and voting at the annual School District meeting, except that bond issues require approval by 60%.
